New Delhi, July 24 – Union Home Minister Amit Shah on Thursday launched the National Cooperative Policy (NCP) 2025, laying out a comprehensive framework aimed at strengthening and expanding India’s cooperative sector. The new policy is built around six core pillars: strengthening the foundation, promoting vibrancy, preparing cooperatives for the future, enhancing inclusivity and reach, venturing into new sectors, and engaging the youth in cooperative development.
Speaking at the launch event, Shah said the Ministry of Cooperation has drawn up detailed plans for the cooperative sector’s entry into emerging areas such as tourism, taxi services, insurance, and green energy.
“A significant beginning will be made in the taxi and insurance sectors very soon. Successful cooperatives will join forces to create new cooperative entities that will begin operations in these areas,” Shah announced.
He emphasized that profits generated from these ventures will ultimately benefit members of Primary Agricultural Credit Societies (PACS) at the grassroots level.
Highlighting the government’s support, Shah assured that the Modi government is committed to backing cooperative institutions around the clock. However, he underlined the importance of internal reforms, stating that 83 key intervention points had been identified to boost the sector. Of these, 58 have been addressed, 3 fully implemented, and 2 are part of ongoing efforts, while work on the remaining points is now underway.
The policy sets an ambitious target to triple the cooperative sector’s contribution to India’s GDP by 2034. Shah also outlined a goal to bring 50 crore citizens—currently either uninvolved or inactive in the sector—into active participation. Additionally, the number of cooperative societies is planned to increase by 30%, up from the current 8.3 lakh societies.
Shah concluded by stating that effective implementation of the policy across states will create an inclusive, self-reliant, and future-ready cooperative ecosystem, playing a transformative role in the country’s development.
